Idaho Governor Dirk Kempthorne (R) is a front-runner to head the Environmental Protection Agency, The New York Times reports.

Another top choice is Tom Skinner, the agency's Midwest regional administrator, the paper said. Josephine Cooper, president of the Alliance of Automobile Manufacturers and a former executive at the American Forest and Paper Association, is also under consideration.

EPA administrator Christie Todd Whitman is resigning June 27. President Bush has 210 days to nominate a successor.
