The Department of Interior is blaming environmentalists for breaking the Endangered Species Act program.

Interior officials say lawsuits have forced the department to spend money on designating critical habits for endangered species. Now that money is tapped out, according to Craig Manson, assistant interior secretary for fish and wildlife and parks.

The department is under several court orders to make critical habitat designations.
