An Office of Special Trustee official testified in the Indian trust fund trial on Thursday.

Dick Fitzgerald, the acting director of the office of trust policies and procedures, said trust reform has failed. For the delays, "I'd say, I'm sorry," he testified, according to The Farmington Daily Times. "I'd say it's outrageous."

Fitzgerald is the second witness for the plaintiffs. He follows former special trustee Paul Homan, who is expected to return to the stand next week for additional testimony.
