FRIDAY, MAY 9, 2003 The Senate Judiciary Committee on Thursday voted 10-9 along party lines to advance the nomination of Carolyn B. Kuhl to the 9th Circuit Court of Appeals. Kuhl faces an uncertain future because Democrats and some Republicans are concerned about her record as a state judge in California. They say she ignored the privacy rights of women. The 9th Circuit has been favorable to tribal interests as other courts have not. But its Indian law rulings are almost always overturned by the Supreme Court. The 9th Circuit covers cases affecting tribes in California, Oregon, Washington, Arizona, Montana, Idaho, Nevada and Alaska. It also hears cases affecting Native Hawaiians in Hawaii. Get the Story:
