WEDNESDAY, APRIL 2, 2003 The Senate voted 58-41, largely along party lines, to confirm Timothy Tymkovich, a Colorado attorney, to the 10th Circuit Court of Appeals. The 10th Circuit hears a large number of cases affecting tribes. It covers the states of Colorado, Kansas, New Mexico, Oklahoma, Utah and Wyoming. Also yesterday, the Senate Judiciary Committee approved the nomination of Carolyn Kuhl, a California judge, to the 9th Circuit Court of Appeals, over the so-called "blue slip" objection of Sen. Barbara Boxer (D-Calif.). Traditionally, the panel does not advance a nominee without the full consent of the home-state senators. The 9th Circuit hears cases affecting tribes in California, Oregon, Washington, Arizona, Montana, Idaho, Nevada and Alaska. It also hears cases affecting Native Hawaiians in Hawaii. Get the Story:
