Secretary of Interior Gale Norton said the Bush administration has not given up plans to drill in the Arctic National Wildlife Refuge.

The Senate voted down drilling two weeks ago and an energy bill being drafted by Sen. Pete Domenici (R-N.M.), chairman of the Energy and Natural Resources Committee, will not include drilling. But Norton said the fight was not over.
