Senate panel approves appeals court nominee

FRIDAY, MARCH 28, 2003 The Senate Judiciary Committee voted 10-9 along party lines to advance the nomination of a Texas judge to the 5th Circuit Court of Appeals. Democrats say Priscilla Owen is biased in her rulings. She would sit on a court that has been negative to tribes in Texas, Louisiana and Mississippi. Owen had been rejected by the panel when it was controlled by Democrats. She goes to the full Senate floor, but Democrats are still filibustering Miguel Estrada, nominated to the D.C.
