Kansas Governor Kathleen Sebelius won't negotiate for a casino with two tribes because land for the proposed project hasn't been taken into trust.

The Kickapoo Tribe and the Sac and Fox Tribe want to open a hotel and casino off-reservation. They would contribute money to the state provided the state prohibits any future gaming.
