The National Governor's Association opened its winter meeting in Washington, D.C. on Monday.

The hot topic is the budget shortfall many states are facing. Some, like Wisconsin and California, are turning to tribes to take a larger share of tribal casino revenues.

The group as a whole is pressing the Bush administration for a bailout. Governors who attended a meeting at the White House with President Bush said there would be no assistance. "He said essentially, `You're on your own,'" Pennsylvania Gov. Edward G. Rendell told The New York Times.
