House considers omnibus appropriations bill

WEDNESDAY, FEBRUARY 5, 2003 President Bush has released his spending plans for fiscal year 2004 but Congress has yet to pass this year's budget. The House will probably pass another continuing resolution today, CongressDaily reports. A joint House-Senate conference committee could meet as early as Monday. The White House Office of Management and Budget meanwhile said it will veto any appropriations bill that exceeds the $390 billion limit contained in the Senate version of the omnibus bill.
