Intelligence panel to release report

WEDNESDAY, DECEMBER 11, 2002 A Congressional panel that investigated intelligence failures before last year's terrorist attacks will release its final report today, according to news accounts. According to news accounts that were given a summary of the recommendations, it calls for the creation of a director of national intelligence, a cabinet-level position. It also recommends discipline for those who contributed to the pre-September 11 failures. But Sen. Richard C. Shelby (R-Alabama), an outspoken critic of the CIA and FBI, says the report doesn't go far enough. He will publish a minority report that is more critical than the one approved by the House and Senate members of the panel yesterday. Get the Story:
