TUESDAY, DECEMBER 10, 2002

"On November 28, due to 'outbreaks of violence' on South Dakota reservations, Representative Case (Rep., S.D.) is preparing a bill to vest law enforcement authority in state and county officials. Case said enforcement by 'tribal organizations and the office of Indian affairs is far from satisfactory.' Simultaneously, Representative D'Ewart (Rep., Mont.) as chairman of the house Indian affairs subcommittee, said he would submit an amendment to extend its provisions to all reservations.

He also has drafted a bill now pending before congress to free the Indian to assume full citizenship, except for the older Indian too long accustomed to their environment to change their ways. Representative Lemke (Rep., N.D.) said, 'It's time the 80th congress freed the American Indian from his status below that of a prisoner of war.'"
