Secretary of Interior Gale Norton is allowing farmers in southern California to take more than their share of water from the Colorado River.

But Norton warned that the farmers will have to repay the 260,000 acre-feet of water they will get this year. The state of California is required to reduce its share of the river under a multi-state and federal plan.
