Bush plan encourages privatization

President Bush on Thursday announced plans to speed up outsourcing of certain federal jobs to private companies.

According to press accounts, the number of jobs affected is as low as 420,000 and as high as 850,000. The plan is limited to employees who perform "commercial activities" and doesn't apply to most manager-level and political positions.

The changes, which don't require Congressional approval, will appear in Monday's Federal Register.
