Budget bills put off until next year

The remaining federal appropriations bills won't be considered until Congress reconvenes under full Republican control, The New York Times reports.

Congress needs to pass 11 of 13 bills in order to keep the federal government operating. A continuing budget resolution will be approved in the interim.

The legislation that appears near passage will create the Department of Homeland Security. Some Democrats and the White House came to some compromises affecting worker rights.
