Congress returns for lame-duck session

TUESDAY, NOVEMBER 12, 2002

Congress returns to work today for a post-election session to consider wrapping up unfinished business.

Top on the agenda is a Department of Homeland Security. An agreement between Democrats and Republicans on the creation of the entity could see legislation passed within days.

Democrats will remain in control for the session because Dean Barkley, an independent replacement for the late Paul Wellstone (D-Minn.), has decided not to align with either party.
