"It took 10 years, but on Tuesday Idahoans finally made good on the promise to boost the economic prospects of our American Indian citizens.

Ten years ago, voters enacted a constitutional amendment banning slot machines, aimed at the tribes. In return, the state pledged to create jobs.

“The promise by state officials that we would really take economic development efforts by the horns never took place,” said former Gov. Phil Batt, who changed his mind to support tribal gaming after seeing its good effect on the reservations.

“It´s been a soul-searching process for me, and I think the public went through the same process,” he said. . ."
