McCaleb's plan not enough say critics

Critics of federal recognition process say Neal McCaleb's new reform plan doesn't do enough to address problems at the Bureau of Indian Affairs.

Politicians and officials from Connecticut said they barely had a chance to review the document. McCaleb finalized it September 12 but it was not delivered to members of Congress until Monday.

Even then, some said they had to find a copy on their own. The BIA didn't publicly announce the existence of the plan until Wednesday afternoon.
