President Bush hasn't yet decided to veto an energy bill that doesn't allow development in the Arctic National Wildlife Refuge, according to Secretary of Energy Spencer Abraham.

Secretary of Interior Gale Norton last week said she'd recommend a veto of the entire package without ANWR drilling. Yet she also told tribal leaders that provisions affecting Indian Country development were positive.
