Secretary of Interior Gale Norton last week "bragged" about the progress the Bush administration has made on trust reform, Bill McAllister of The Denver Post writes in his "Beltway Notebook" column.

But when Norton distributed a briefing package to reporters touting her achievements, she left off one little fact. Tribal leaders said they won't negotiate with Bush officials over legislation to implement trust management standards, reorganization of the Department of Interior and independent oversight of trust.
