Calif. tribe split on burial site

Members of a California tribe are of three camps when it comes to an historic burial site.

One faction of the Juaneno Band of Mission Indians wants to see the site, known as San Juan Capistrano, protected. They oppose plans to use it for a school.

Another group gave the blessing to build the school. The state recognizes this faction as the decision makers.

The third faction, which has its own leaders, opposes development and says local officials only consult with tribal members that go along with the plans.

The Juaneno Band is not federally recognized.
