Court won't halt special election

A federal appeals court on Friday refused to halt a special election for a Native-heavy voting district in Montana.

The 9th Circuit Court of Appeals, in an unpublished decision, wouldn't grant Blaine County a stay. The county is challenging a new voting system in which Native Americans make up 90 percent of the population in a special district.

The primary election for the district is September 19.
