A critical piece of the Sand Creek Massacre National Historic Site in Colorado is in limbo.

A casino operator with ties to the Cheyenne and Arapaho tribes offered to buy 1,456 acres from a rancher. The price is $1.5 million.

But the tribes, who are based in Oklahoma, haven't approved the deal. One tribal council member criticized chairman James Pedro for extending the casino operator's contract with the tribes for five years in exchange for the land.

Army soldiers massacred 163 tribal members, mostly women, children and elders, at the site in 1864.
