The Department of Justice appealed a order that limited its law enforcement and national security powers on Thursday, the same day the stinging rebuke was made public.

But the DOJ won't release the substance of its appeal because it was made to another secret court. The DOJ also said the timing of the appeal and the disclosure of the May 17 opinion was a coincidence.
