EPA to allow states more control

The Environmental Protection Agency is proposing regulations to allow states more flexibility in cleaning up polluted waters.

The EPA said it would still approve state cleanup plans. But it would allow states to choose which rivers, lakes and other waters are "impaired."

Environmentalists said the proposal was gutting the Clean Water Act by trusting states too much.
