Bush makes controversial farm appointment

President Bush installed a controversial nominee at the Agriculture Department on Monday, bypassing objections of Democrats who were leaning towards rejecting the appointee.

Thomas Dorr was accused of making racially insensitive remarks he later said were taken out of context. He also claimed no wrongdoing on loans his family's farm business received despite having to return $17,000 to the department he now joins.
