Army Corps admits water project woes

Under fire from tribes, Congress and environmentalists, the Army Corps of Engineers is attempting to reform is handling of water projects.

An internal e-mail reported by The Washington Post cites the Corps' lack of credibility. General Accounting Office investigations and other probes have shown faulty analyses for multi-million projects.

The Corps plans to increase training and technical expertise, The Post reports.
