Relaxed Bush power plant policy debated

A federal judge in New York is holding a hearing today over changes in policy affecting older coal-fired power plants.

The Environmental Protection Agency relaxed rules in the "New Source Review" program but the Department of Justice said it would still prosecute cases the Clinton administration brought to enforce compliance. The judge wants an update on whether this is the case.
