The National Oceanic and Atmospheric Administration on Monday granted the Navy an exemption from protections for marine mammals including whales, dolphins and other species.

The exemption allows the Navy to deploy low-frequency sonar equipment that environmentalists fear will harm the animals. The Navy must study the effect on whales and adhere to certain conditions, including limits on operation of the equipment.
