MONDAY, JULY 1, 2002

State and local officials in New York are trying to stop the Oneida Nation from offering cheap cigarettes to smokers.

The tribe is installing online kiosks and placing them in convenience stores in Buffalo, off the reservation. The state thinks the practice may be illegal.

The tribe made its move knowing the state was raising the price of a carton to $7 a pack today.
