He campaigned on a get-tough policy but Colombia's president-elect Álvaro Uribe Vélez might be willing to talk with rebel and paramilitary groups.

Elected on Sunday, Vélez said he has an open door to the Revolutionary Armed Forces of Colombia (FARC), a group indicted in Colombia and the United States for the deaths of three Native activists. He also might work with the paramilitary United Self-Defense Forces of Colombia (AUC).
