During a closed meeting on Monday, FBI director Robert S. Mueller III said there will be another terrorist attack on America but no one will be able to stop it.

Mueller's comments echoed those by Vice President Dick Cheney and national security advisor Condoleezza Rice a day earlier. But he was more specific in that he said suicide bombers like the ones in Israel are inevitable.

A Washington Post-ABC News poll found that the majority of Americans seem to agree. Less than half (46 percent) expressed confidence that the government would be able to stop future acts.

And in response to the criticism the White House has received over a memo which warned of airplane hijackings, the majority of Americans approve of President Bush. His rating was 76 percent, virtually unchanged from 78 percent a month ago.
