Bush appointed to be seated

The U.S. Commission on Civil Rights will seat a Bush appointee pending review of its case by the Supreme Court.

Commission chair Mary Frances Berry said Peter N. Kirsanow, a conservative African-American lawyer, wont' be refused at this Friday's meeting. But she will challenge a federal appeals court decision which ordered a Clinton appointee off the panel.
