The Alaska Legislature starts a special session on subsistence this week.

Gov. Tony Knowles (D) has proposed an amendment to the state's constitution to recognize an Alaska Native and rural preference. It faces opposition from Republican lawmakers.

Alaska Natives support a recognition of their rights, which are affirmed under federal law and numerous court decisions, but the Alaska Federation of Natives isn't actively backing the Knowles amendment. Attempts to change the constitution in the past have failed.
