House-Senate negotiators finalize energy bill

House and Senate negotiators finalized work on an 1,100 page national energy policy bill last night.

The measure seeks to streamline development of Indian lands by reducing federal involvement in tribal energy projects. The Department of Interior's liability for development taken under this provision.

Sen. Tim Johnson (D-S.D.) introduced an amendment to require National Environmental Policy Act (NEPA) review of tribal projects. He and other Democrats said it would ensure that the federal government was meeting its trust responsibilities. But Republicans said it would force tribes to comply with requirements to which they are not currently subject.

The amendment failed and the bill was later approved by a 10-3 vote.
