Norton testimony sought by plaintiffs in trust case

The plaintiffs in the Cobell case want Secretary of Interior to testify about a legislative rider that delays a court-ordered accounting of Indian trust funds.

Norton first said that the White House was behind the rider and the Department of Interior was not involved. She later said the department provided figures to Congress on the budgetary impact of the accounting.

The plaintiffs believe the rider is unconstitutional. It purports to tell the courts how to interpret the American Indian Trust Reform Act.
