EPA won't regulate greenhouse gas emissions

The Environmental Protection Agency on Thursday said it doesn't have the authority to regulate carbon dioxide and other greenhouse gas emissions from automobiles.

The EPA said Congress has not delegated that power to the agency. Three environmental groups wanted EPA to regulate greenhouse gases, which are believed to contribute to global warming.

The decision is a victory to the industry, which this week has already benefited from a move to relax Clean Air Act rules.
