First Nation signs major land rights settlement

The Dogrib First Nation signed an historic land and self-governance settlement with the Canadian government on Monday.

The 3,000-member band will exercise certain powers over a territory the size of Belgium that includes Canada's two diamond mines. A legislative body will be created with the ability to collect taxes, levy resource royalties and regulate aspects of tribal life, such as fishing and family law.

Canada will pay the First Nation $152 million over 15 years plus certain annual payments. The government will retain powers over health and education.
