Jim Gray: What tobacco compact negotiations?

"Twelve tribes in Oklahoma are operating their tobacco shops under an extension of the compacts in Oklahoma. There have not been meaningful negotiations with these tribes, but according to the governor's office, talks are continuing.

What talks? What negotiations? We are in a position where we hear there are negotiations, but none of the tribal-state discussions have happened as they should be conducted -- as governments discussing what is happening, and how we can mutually make things work."
