The Nez Perce Tribe of Idaho filed suit against the National Oceanic and Atmospheric Administration to challenge an irrigation plan.
The tribe says the plan does not provide enough water for steelhead, which are listed as threatened under the Endangered Species Act.
Chairman McCoy Oatman says the plan gives priority to lawns and landscaping.
The plan address the flow of water in two creeks.
