The city council in Rapid City, South Dakota, approved plans for a Native art market, living history village and powwow grounds.
The Alliance of Tribal Tourism Advocates will rent land from the city for $1 a year.
The lease runs through May 31, 2013, with an option to renew for up to 90 more years.
The city is providing $812,000 for the project. Another $125,000 is coming from the Bureau of Indian Affairs and $100,000 from the state.
