The Cayuga Nation of New York will reopen two smoke shops after winning a court ruling that protects the tribe from being prosecuted under state tax laws.

The tribe shut down the stores after they were raided by authorities in two counties. Some 17,600 cartons of cigarettes were seized and the tribe wants its property returned.

The stores are located within the tribe's original reservation but Seneca and Cayuga counties say they aren't held in trust.
