Canada slow on residential school payments

The Canadian government has only paid out 8 percent of claims under the $1.9 billion residential school settlement.
According to the settlement, the government was to have paid 80 percent by now. But an official said a high number of applicants might be slowing down the process.
Each student will receive $10,000, plus $3,000 for every year spent in school. The average payment will be about $28,000. Students with documented abuse claims are entitled to more money. Others can opt out of the settlement and continue to litigate.
