California imposes fines in tribal insurance flap

The state of California has fined two agents as part of its crackdown against the tribal insurance industry.

The state Department of Insurance says tribes who offer workers' insurance to businesses are breaking state law. At least two tribes are under investigation.

All business in the state are required to purchase workers' compensation insurance but skyrocketing costs have led some to consider alternatives like those offered by tribes.
