A bill that would prevent the Tohono O'odham Nation from opening an off-reservation casino in Arizona remains in limbo in the Senate.

The House passed H.R.1410, the Keep the Promise Act, in September. It's been referred to the Senate Indian Affairs Committee but a hearing hasn't been scheduled and gaming isn't a priority for Sen. Jon Tester (D-Montana), the new chairman of the panel.

The bill doesn't mention the Tohono O'odham Nation by name but it bars Class II and Class III gaming on any trust land acquired in the metro Phoenix area after April 9, 2013. The provision applies to the tribe's proposed site for the West Valley Resort.
