City council endorses off-reservation casino

The city council in Pueblo, Colorado, voted 5-1 on Monday to negotiate a casino agreement with the Cheyenne and Arapaho Tribes of Oklahoma.

The tribes are proposing a $100 million casino in downtown Pueblo. They plan to share revenues with the city.

Opponents of the project turned out to the council meeting, with some vowing a fight. Colorado Gov. Bill Owens (R) opposes the casino and says it must be put to state voters.
