Editorial: Off-reservation casino has little support

"When California voters passed Proposition 1A in 2000 supporting Indian gambling establishments, it is doubtful many thought it would open the door to huge Las Vegas-type casinos in urban areas. When Rep. George Miller placed a one-paragraph change in a huge Indian bill allowing the Lytton band of Pomo Indians to take Casino San Pablo into trust, he says he did not envision a massive casino in the East Bay.

Yet these actions along with a compact made between the Lyttons and Gov. Arnold Schwarzenegger could result in the construction of a 2,500-slot-machine casino in the heart of the Bay Area. Now it is up to the Legislature to vote yes or no on the governor's compact. As Assemblyman Joe Canciamilla, D-Pittsburg, and Assemblywoman Loni Hancock, D-Berkeley, told the Times Editorial Board on Friday, neither they nor anyone else in the Legislature is anxious to author a measure calling for a vote on the casino compact."
