SUMMARY: By Order of the U.S. District Court for the District of Montana, pursuant to the Federal Land Policy and Management Act of 1976 and the National Environmental Policy Act of 1969 (42 U.S.C. 4321), as amended, the Bureau of Land Management (BLM) has prepared a Draft Supplement to the Statewide Oil and Gas Final Environmental Impact Statement and will amend the Powder River and Billings RMPs (Draft SEIS/Amendment).

SUMMARY: This final rule revises existing Onshore Oil and Gas Order Number 1 which was published in the October 21, 1983, edition of the Federal Register. The Order provides the requirements necessary for the approval of all proposed oil and gas exploratory, development, or service wells on all Federal and Indian (other than those of the Osage Tribe) onshore oil and gas leases, including leases where the surface is managed by the U.S. Forest Service (FS).

Geothermal Resource Leasing and Geothermal Resources Unit Agreements; Final Rule

SUMMARY: This final rule revises the Bureau of Land Management's geothermal resources leasing and unit agreement regulations to implement the Energy Policy Act of 2005. The rule restructures regulations concerning the general geothermal leasing process and revises regulations on royalties and readjustment of lease terms, conditions, and rentals. The rule also revises regulations on lease duration and work commitment requirements, annual rental and credit of rental towards royalty, unit and communitization agreements, and acreage limitations. Additional revisions required by the Energy Policy Act include various technical corrections. Other changes in sections unaffected by changes in the statute clarify existing procedures, improve grammatical construction, conform the regulations to new administrative regulatory standards, and correct existing errors.

Notice of Availability of Record of Decision for the Kasha-Katuwe Tent Rocks National Monument Resource Management Plan (RMP)

SUMMARY: In accordance with the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), the Bureau of Land Management (BLM) management policies and Presidential Proclamation 7394 signed on January 17, 2001, the BLM announces the availability of the Record of Decision (ROD)/Approved Resource Management Plan (RMP) for the Kasha-Katuwe Tent Rocks National Monument located in Sandoval County, New Mexico. The New Mexico State Director will sign the ROD approving the RMP which becomes effective immediately. The RMP provides for recreational use and facility development. The public has been provided opportunities to observe, study and experience the geologic processes that shape natural landscapes, as well as other cultural and biological objects of interest. The BLM has considered American Indian Uses and Traditional Cultural Practices, siting access and transportation to minimize intrusion on American Indian Use. Ecological and biological resource protection and enhancement have been provided.

Notice of Meeting for the National Park Service (NPS) Subsistence Resource Commission (SRC) Program Within the Alaska Region

SUMMARY: The NPS announces a SRC meeting for Gates of the Arctic National Park. The purpose of this meeting is to discuss NPS subsistence management issues and continue work on subsistence hunting program recommendations. This meeting is open to the public and will have time allocated for public testimony. The public is welcomed to present written or oral comments. The meeting will be recorded and a summary will be available upon request from the Superintendent for public inspection approximately six weeks after each meeting. The NPS SRC program is authorized under Title VIII, Section 808 of the Alaska National Interest Lands Conservation Act, Pub.
